The finish on my wartime 91/30 looked pretty terrible, so I refinished it. I wouldn't worry about decreasing the value of it unless it's something exceptional (Finn, sniper) or the original finish is in really good condition besides a couple spots.

The originals weren't painted. On Soviet models at least, all the metal should be blued except for the bolt. If you want to retouch some of the bluing you could try one of the cold blue products to get a more uniform look.
