I could very well be wrong, but I believe the barrel needs to be skinnier behind the gas block to leave enough room for the operating rod to function properly.

The older mini's barrels didnt taper at all.
If your barrel is noticeably thicker at the gas block and tapers down towards the sights, then it appears you got one of the 2008 runs.
Take it to the range and see what kind of groups you get. There will be a lot of people eager to see...
You mentioned wanting a scout configuration. Ultimak and Amega ranges both make scout rails that replace the handguard on the mini. The internet hype is that it reduces the group size by half because it stiffens up the barrel. I have one on my mini, but I've never shot the thing past 50 yards...

Ive had good luck with the Pro Mags as well. At first, they were a tight fit, but after two light passes of a file on the locking tab, they fit perfectly.

Ive shot a mini 14 with a bushnell trophy multi-recticle mounted on a scout rail. It was a very nice set up and was plenty accurate (for hunting) out to 100 yards.
The red dot on that rifle had seen some serious shooting and abuse and had held up well.

I agree with 9x19. The M&P is just the latest fantastic plastic. It's starting to create the same craze that the XD did. There's a ton of decently priced polymer combat pistols out there right now. They are all accurate and reliable.
