There have been several reports of bad QC in the rifles. Rounds would not extract and bedding looked like it was done by a 5 year old. Add that to a safety cut out that you could drop a round through and I will pass for now.

You need to think in terms of bullets first. Then think in terms of a good way to deliver them. This includes cartridge, brass, barrels, chambers, mag length, triggers, and sights, but it's always about bullets first.
Get what you want but I personally "hate" shorter barrels. I've never been where I couldn't swing or point a longer barrel. The short barrel only robs velocity and causes ear damage.
I have an 84M 7mm-08. Personally I wouldn't opt for the Mountain ascent unless it was the same money. I handled the MA and hated the feel of the bolt. You can also buy titanium aftermarket bolts and trigger guards which will mean that you will pay about $500 more just for 2 oz.

Really old American springs are likely 5160. 5160 is so cheap I would rather just buy it and know what I am working with before putting knife effort into it.
I have a nice Kimber Montana in 7mm-08 that shoots under 1" at 100 with ammo it likes. Fit and finish is perfect. I think the Roulette happened a few years ago when they had a problem with barrels and then from folks who can't shoot a light rifle. Just my opinion.

The best advice I can give you is to learn to mount your own optics and to do all low level smith jobs. Many times I have seen so called gun smith's do a much worse job than I would have.
Just take it part and see if there are any burrs you can remove by stoning. Just look for shiny rough spots. Other than that you are just suffering from lack of fit and finish which happens with lower priced guns.
