    You're right, but many dealers have a policy of not accepting firearms shipped to them by non-FFLs. So even though it’s not a law, having to ship FFL-to-FFL is the only option in a lot of places.

    No. Like Tom said, the actual crime committed during a straw purchase is when someone lies on question 11a. of the 4473. If the transfer doesn’t involve a 4473 then it’s impossible to commit a straw purchase.
