I would be very interested in the answer to this as well. If the officer was violating mall policy, or state law, I would imagine bringing that up would be very embarrassing for those who make the rules.
I use Pyrodex P in .44 cap and ball, and my .50 Hawkin. I got the brilliant idea of loading some 45LC with it after seeing load data in the old Hodgdon #25, which by the way, also has the black powder to Pyrodex conversion chart. (100gr BP = 80gr by weight of Pyrodex)

Ill add that I have had great results with Zero brand cold swaged 158gr SWC (.358") from the same gun I had all the leading with Speer bullets in. Unless there was a difference in cold swaged hardness, the only other difference I can point to is the bullet lube was different. I never pursued it...
If the blackened ones are the HP38, I'm also going with light loads, possible primers backing out, and blowby pushing cases back and sticking them there. Warm up your load a little bit and a little tighter crimp should make your case expand and seal better.
I've been to several other gun shows in Ohio from the very same promoter. (Medina, Summit) Nothing complicated. They will check it at the door, and put a zip tie in it. Carry it around inside, and if someone is interested they will ask "are you selling that?" You often see guys with a flag...
My very first handloads were Speer cold swaged, 158gr SWCHP over 3.8 Bullseye and 4.0gr Bullseye for a 6" Security Six and they leaded like crazy at @800fps and accuracy was extremely poor.

A saboted .45 240gr XTP-MAG with 100gr Pyrodex from my .50 Hawkin is very similar in velocity to the same bullet fired from 7 1/2 Freedom Arms .454 Casull. ....and yes, some pistol loads DO result in a bang-flop most of the time. :D
