If he is using the same ammo that used to punch bullet holes and are now grouping like a scatter gun, I would lean more toward bore scoping the barrel and looking for carbon and copper build up.

If it will still chamber, neck size only and shoot it again see what your measurements are then. Your chamber may be wide enough the the outward expansion was enough to allow the case length to be shorter after firing.
It will also depend on what you think will be the range most of your shots will be taken.

You can load longer or shorter than the cannelure as long as you treat your load development the same as any other round and work up safely for that rifle, bullet and powder combo.
The cannelure does not mean you have to seat the bullet to that depth.
Can't speak directly to the SST projectile, but the 140 AMax is pretty happy at ~2690 and the ELDM is happy ~2710. Both with a 24" barrell. I would not think that would be too much different with the SST.

I had the issue with my .270 brass once.
It was operator error. Had my expander button set too high in the die. Deprime in a separate step and had removed the decapping pin from the die and did not notice how far up in the die I had left the expander.

All of the charges listed above share a very close point of impact. Just a difference in group sizing and SD.
