Policemen can as far as I know get a paper which is accepted. Ex-soldiers do not qualify. They need the "Waffensachkundeprüfung".
You have to pass the "Waffensachkundeprüfung". It is about laws regarding self defence, storage, transport, different kinds of firearms and safe weapon handling. It takes about a weekend if I remember right.
