In my limited experience the rifle can tell you when you are too hot. You said that the rifle kicked like crazy and to me that may be the rifle talking to you. If you think the rifle is shooting smoother at a lesser load I would drop back a little.
In PRS style shooting I think you are going to want the higher velocity load. I would load 10 more rounds and see if it holds up, maybe test some seating depths and see if it tightens up. Then take it out to 600 and see if it is staying together.
I have had pretty good luck with CFE223. It meters good and can cover a wide range of bullets. For lighter bullets H335 has done a good job. Varget is great but it is hard to find every time powder supplies tighten up and it doesn't meter a well as I've needed.
I decap before tumbling I don't want the chance that water is trapped and then end up with a failure to fire due to wet powder. The pin size is not as critical with pistol rounds in my experience just go with a size that is being recommended or go to the chips.

If you don't have a 10mm why are you going to break these down at all what are you trying to salvage? If you are going to try to sell the brass that is a lot of work for a little bit of money and if you have to buy a puller to get it done you have already lost money on the deal.
What kind or spray lube are you using? Usually you can put the cases in a plastic tub and spray the cases directly. Follow the directions on the lube if it says to let dry for a few minutes let them dry.
I have been using 21.9 gr H335 with 55 gr FMJ from xtreme. 2.20 COAL. I don't have current chrono data but it seems to shoot well. I don't think you will see any great increase in accuracy by pushing the bullet faster.
