The 1917s have held up very well, it was a over built action for what it was in the day. Unless this thing was shot alot then that's a good question.

these conversions are known as sporterizations and most 1917s were sporterized in private hands or by a retailer. That looks like a after market stock, pretty well done job overall. It would've been done sometime in the 70s.

It sounds like an issue with a bullet that's too light, it is overpenetrating. I'd do a heavier bullet at slower velocity.

Very easy for you say, but this is not gun related so I won't continue more. There's alot of context that can leave someone in a state. Yes, I think at this point the western states are going to be liberal havens we can't change that now, but people stay there for a reason.
