I seem to recall somewhat frequent threads a few years back asking for novelty 10mm loads with lots of flash and concussion -- Power Pistol was a popular answer.
Power Pistol seems to work well in 9mm also, which is the other caliber OP's friend is loading. I'm not familiar enough with BE-86 to know how it compares though.
I started my reloading journey with the Hornady 55gr FMJ and Varget. Some will say using Varget on such a load is a waste, but it worked just fine for me. I don't have experience with your other powders.
I use Unique when resizing pistol cases, though my dies are not carbide. I use a solvent (ethyl alcohol) on a microfiber cloth to remove it from cases afterwards. It works well for me!
I clean my dies with 75% ethyl alcohol on a microfiber cloth and dry thoroughly. No issues with rust or corrosion so far, but my loading area is always below 50% humidity.
At least in the case of Starline Brass 9mm +P brass, they note:
"Our 9MM+P has no difference from the standard 9mm Luger other than headstamp designation for load segregation. Due to standard case design, it will handle +P pressures with no problems."
I'm uncertain in the case of other brands...
I wouldn't be surprised if it was just a rebadged dehydrator. On that note, I use a food dehydrator for brass and it works great -- an older version of a Presto 06300.
I have a pack of the RMR 95gr on the way. I really like their 9mm weight-appropriate projectiles and assumed their 380 offering would be great as well.
