I would also add a Mosin/Nagant Finnish M39 to your list. They are accurate.
K-31 should definately be on your list.
If you like the K-31, you may want to look at the rifle version 96/11 and 1911.
they are long but very elegant.

Get yourself a Swiss K-31 military surplus rifle. It will only cost you 300 ish. Accuracy is 1" moa. Should you feel the need for a scope later on, you can get the Swiss Product Clamp on mount for 70.00 and a scopy of your choice.

The earlier Universal made carbines were like the USGI and had one spring. the later universal carbines had 2 small spring. Avoid the 2 spring version, the were junk. metal were soft on the trigger components.
The swr specter is also a good solid can.
Whatever he decides on, I recommend a take apart can. .22 are filthy so you would want the ability to take apart to clean it.
