According to the CMP ad in the latest edition of my handy dandy NRA "American Rifleman" magazine, "No FFL required to transfer surplus military rifles from CMP to an individual" From looking at the CMP sight it sounds like they ship the guns direct to you via FEDEX. How can they do that?
