What you have there is a drill rifle someone bought and tried to make shootable by removeing the weld on the magazine cutoff, replaceing the bolt (drill rifle bolts were welded at the fireing pin hole or bolt face), replaced the rear site (were removed for drill purposes) and the front sight...
Also the 7.62x51 and 5.56x45 are not American designations they are NATO designations (in other words european) JFYI. And they are not the same as the .223 and .308, differences are minor but still not the same.

The electropencil numbers were NOT!! done by the arsenal rebuild. They were done by the importer (ie. the monkeys at century arms) to make them look like a matching number gun. The arsenals would have used and did use an over stamp or line out the non matching number and restamp the matching...
EASYOFF oven cleaner works great!! dissasemble all metal barts from the wood (DONT USE EASYOFF ON THE WOOD) spray easyoff liberally on the metal parts, let soak for about 20-30 min. wash off with HOT!! water. Clean as usual and oil.
$300 to $500 for a custom barrel maker to contour, thread and chamber is WAYYYY to much to put into a $100 surplus rifle in my opinion, but its your rifle and your money so if it trips your trigger go for it!!!
