    If you know a range that is doing this, then I would suggest you tell them to stop. It is illegal for an FFL to use NICS for anything other than the transfer of a firearm and unauthorized use could cost them a $10000 fine and loss of access to the system (see 28 CFR 25.11).

    Thanks for the detailed post. I did the test and the gas tube slides freely into the stripped carrier when the upper is only modestly inclined, much less than 45 degrees, so it looks like it's fine. I'll keep an eye on it as I put more rounds through it.

    It's just an example. When you are actually residing in Arizona, you are a resident of Arizona, and likewise for California. I'm not a lawyer; I made the remark about the NFA examiners because should they make a mistake, even in writing, that leads you to break the law, you're still SOL.

    27 CFR 478.11 makes the definition of residency pretty clear. One other note: the NFA examiners are bureaucrats, not lawyers, and certainly not YOUR lawyer. Always do your own research, or talk to a lawyer.
