The G23 is one of my favorite .40 autos....I do prefer the G27 though myself. Shoots every bit as accurate, is easily manageable on recoil and is easier to conceal.

Sounds like a Ruger Frontier in .308 would fit the bill for you....they've been discontinued but there are still some new ones available. You can mount your scope conventional or in the scout configuration....given the 3X9 scope choice it doesn't sound like you necessarily want a true scout set...

The RWS 34 is a good choice that falls in your budget, springers can be difficult to shoot though....if you hold them incorrectly they shoot terrible groups. They will also devastate your scope, get a decent air gun scope or stick with open sights or you'll break the scope in a few shots...

I prefer Glock although like has been mentioned a couple times already don't overlook the G27 .40 cal baby Glock....I have a 23 and 27 and the accuracy of them both is very good but the 27 doesn't print as much. Accuracy between the 2 is so close it would be impossible for me to pick a winner...

A bullet that is seated less will have a lower pressure, if it seats in your magazine and has enough bearing surface that it doesn't move it isn't too long.
