I find that as well. Cfe doesnt really group too well towards the lower end of a given charge range. haven't reloaded for 9mm in years, in fact the only 9mm firearms I have are car guns with factory ammo, so most my powders I have are on the slower end for pushing heavy grains in 40s & 45's
