Actually, (just FYI) there's a guy on lugerforum.com who has done a very good job reverse engineering lugers and drawing up prints. You can still buy them for $30. That said, the lugers are very complicated. Not a project for anything but a master machinist...

It depends. :) I've made two AK's this way, one using a laser cut flat and one using a pre-bent. I did both without a mill or lathe, using mostly files and a dremel tool. It can be done, but it would be so much easier now that I have a mill... PM me for more info.
