The PPK is a straight blow-back design with a pretty stiff recoil spring. It'd be a little tough for a woman to chamber a round. The spring needs to be replaced every once in a while, you'll know when. I think they're great guns.
Having said that, I'd recommend you check out the Kahr 9MM...
The 280 was introduced in the Remington pump and auto which are weaker designs. The SAAMI specs are based on the weakest action in use. I wouldn't expect you to see ANY overpressure signs "in a modern bolt gun" until the loads get pretty hot.
OTOH, the 139/154 grain .280/7MM bullet at book...
