Are the case volumes close enough between 6.5 Carcano and 6.5 Arisaka to interchange load data? The Arisaka has a max pressure of 42,790 PSI and the Carcano 41,340. The reason I ask is that Hodgdon has data for Accurate powders for the Arisaka, but not the Carcano; and the published pressures are less than 40,000 psi for max loads.

Compare cartridge volume and if they are very close than using a start charge seem reasonable.

Well, I finally found this at http://kwk.us/cases.html. I assume the 6.5 Jap is the Arisaka.

They’re both based on the 6.5x54mm Mannlicher-Schoenauer (1900) which is based on the 1891 6.5x53mmR. I am pretty sure you can use 6.5 Jap low-starting loads as a medium-high load in the Carcano. The Carcano action condition will determine whether you can go higher.

I got a new phone so I don't have it handy but there is a paper on military rifles and functional loads with red dot. It may be worth tracking down if your just wanting plinking loads.
I think a lot of powders could actually work. I got an old Lyman manual that has loads for Unique and 2400 for cast loads. I imagine that 2400 and IMR 4227 could be used for jacketed too, but I haven't found data yet.
