He's early twenties. He's fairly new to guns (he got a bolt action .223 for his bday recently and he says he usually puts a box through it a week) and he's got land to shoot on but he doesn't always keep with his new hobbies, why I was looking for lower cost.
In this case, I'd suggest he pick up a bone-stock Ruger Mk. III. They're great intro .22s, will last forever, and if he ever decides he wants to start shooting competitive bullseye or Steel Challenge, he has an endless array of modifications he can make to the gun to make it competitive.
I would advise skipping any of the serious European target pistols, unless he's truly serious about getting into precision competition.
