Anyone from hawaii?

Whoa, I forgot to post the question.

About 13yrs ago I sent a friend in hawaii a complete upper receiver only. The understanding was that he would get a firearm license soon after. Since then, he has been overseas, lived in another state, moved back etc..... He is about to move again and found the upper in storage. He didn't get around to being licensed to own. I know it's not a firearm but with all these gun laws nowadays I'm unsure if it's safe for him to just send me the upper in the mail. I don't want him to be in trouble if it's illegal to own a piece of a firearm without a license. Can anyone from hawaii give any guidance on the situation? Thanks.
 
I lived in Hawaii for 15 years and moved out about 4 years ago. He should be fine. Hawaii requires the lower to be registered not the upper.
 
Yeah only the lower is regulated but after hearing other horror stories about someone accidentally having spent brass in a bag and crossing state lines and doing time etc.. I just don't know if hawaii has some kind of law that would affect in this particular situation.
 
I live there. State law won't interfere with mailing or flying with the upper. Like you said it's not a firearm. Just make sure you comply with USPS and TSA.

I know you didn't ask but Hawaii does regulate the carrying of ammunition as if the ammo is a gun. It sounds crazy but just let your friend know.

They will also be able to guide your buddy if he gets on the site, as well. Be sure he specifies the island he'll be on. Registration, permits, etc vary slightly from island to island, and it pays to get detailed, accurate information for his locale.

Readyeddy, what do you mean by comply with usps? All I did was send it and declare it as a metal and fiberglass parts(did that because mail has been known to go missing). He should be able to do the same right?
 
I mean that any regulation if any will be administered by usps for mail and tsa for air travel as if doing so from any other part of the country. Like you said it looks clear for your friend to mail the upper.
 
What I'm wondering is will a hawaii resident get in trouble for having a component of a gun(although not the gun itself/regulated part) if he has no firearms license/permit. As innocent or irresponsible as the situation became, I just don't want him to get in trouble. You understand why I or he wouldn't just call the police and ask them directly. I would rather tell him to chop it and dump it if he had to. Thanks for all the help.
 
When I buy an upper in Hawaii the mail lady brings it to my door. No registration is required.

When I buy a lower through my ffl I need a permit to acquire and then it needs to be registered in person.

The upper is not regulated.
