Unless you are shooting for the utmost in accuracy, go chrome lined. The chrome lined barrel should shoot MOA or close to it with good ammo. It's more than accurate enough for the stated purpose.
As a practical matter, you can almost split hairs with the difference in accuracy between a good SS barrel and a good chrome lined barrel. If you want something that will last and be accurate, check out the barrels at Superior barrels. They use a Douglass match barrel that is profiled by Compass Lake and then apply what they call a hard blue finish. They're talking something in the neighborhood of 20K rounds before accuracy falls off noticeably. The 16 and 18" run $425 with a head spaced bolt. $375 without the bolt.
I have an 18" that is supposed to be delivered today. I had to check one of these out for myself.
It's just something to consider. Noveske has some nice stuff and you can't say anything bad about the Pac-Nor barrels that they use, but they are not the end all be all of barrels. There is lots of good stuff out there.
