ar recievers?

just a question, but i was at a local machine shop yesterday to buy some aluminum stock and a buddy of mine was telling me about a guy that works there making ar recievers? he runs the auto cad machine and had a whole tray full of recievers stacked in it??? i didnt think you could make them without having a ffl or something of the sort but i was wondering whats the rules and regs about this?
 
80% or for personal use is legal without a manufacturing license. But it'd be hard to convince a judge of personal use with a CAD program and a stack of finished units..............

He doesn't have to prove that he's innocent, they have to prove he's guilty. Unless he is caught selling them, he has no worries.
 
As I understand... you can buy a raw forging shaped somewhat like a lower receiver, once you begin work to make it into a lower receiver, That is where you cross the line of manufacturing. If you are manufacturing, you can get a determination from the ATF to say that it is or is not considered to be a firearm. Basically if you take a raw forging and start to make a receiver, then you have to meet the manufacturing requirements. Even if we were to start a drill spot on the 80% it would no longer be a 80% receiver and would then be considered a firearm.

There are some interesting things about 80% receivers, one being that no other manufacturer can copy your ATF determination, otherwise I suspect alot of manufacturers would copy the ones we have found.

You really believe that, especially dealing with an agency that implimented formal training for lying under oath?

You have more faith in our "justice" system than I do, brother. Guess you've never been through the wringer.
