People can generate a tracking number without ever shipping the item. I had this happen with a phone I was buying on Ebay. Tracking number was given and then maybe five days later I still didn't have the item. I went back to check the tracking number, UPS I think, and it still said pending so the item never actually shipped. Since it was a PayPal deal I wasn't worried about my money but I really needed the phone as mine wasn't working and I was down to using a dumb phone. The guy had "forgotten" to ship it so I cancelled the transaction.
 
If you go to the automated shipping box at your post office you get a tracking number with shipping label to stick on your box before you drop it in.
 
Can that also be accomplished with Fedx, a tracking number for an item that hasn't been shipped yet?

Anyway, it's finally over, the rifles are here, and they are what he expected, he's satisfied. Still don't know why this guy delayed the shipment by more than 2-1/2 weeks?

I do FedEx and UPS shipping at work. The tracking number is generated when the label is printed. The label can then be thrown away. If, when checking the tracking number, you see a departure scan that means UPS or Fedex has scanned the label and picked up the package.

Exactly Jerkface, relisting the merchandise showed a pretty clear intent to defraud, IMO. Other wise, if he just wanted to make sure the merchandise he was receiving was good and up to expectation as promised, why did he re-post the merchandise he agreed to trade? No, I still think his intentions were fairly obvious, and even more so considering the following.

As for the guns he sent, they are perfect, and they are tack drivers, both of them. But he still didn't completely hold up his end of the agreement. One had the optic and mounting hardware removed, which was part of the agreed trade. And the other was missing the Bi-pod, also part of the agreement. So this was by no means a good transaction, even though the primary merchandise was received, there was still some obvious and intentional misrepresentation that took place on his behalf.

But the worst is over, and at least both PCP's are in perfect condition and up to performance expectations.

Some people just don't have a sense of urgency. This is compounded by the fact that the guy has your money already so part of the transaction that benefits him is done. Waiting a week or two to ship doesn't affect him one bit.

I had this happen with a rifle I purchased on another internet forum. The seller was brand new, only 4 posts, but someone with the same user name / location was active on other forums with good feedback. I sent the money order and didn't hear anything back for a week after the tracking number showed the money order arrived. The guy didn't reply to my PMs or emails. Then out of the blue the guy responds and says the rifle will ship the next day, no mention of him failing to respond to a dozen emails. It then took him 5 days to actually ship the rifle and he never responded to another email. He shipped regular mail instead of Priority as agreed so all told it took 3 weeks to get a rifle I should have received in 1 week.
