Best .223 ammo for practice?

What is the best value in .223 Rem ammo for practice? I'm using a scoped bolt action precision rifle with a 1/9 twist, so accuracy is a concern (I'd like to see what I can do, w/o being limited by horrid ammo). I don't care about the case (steel/brass) or the cleanliness of the ammo, as long as it is good at distance and groups fairly well. My price limit is $12 for 20 rounds. Also, what is the very best factory ammo for a gun like this? I might pick up a box of the "good stuff" just to see the difference.
 
For that bullet weight I ditto the Prvi

If you're fond of lighter bullet such as 55grs I suggest the Fiocchi 50gr V-Max can be had in 50pks for $23 or so that's $9.2-.50 a pk of 20, shoots good, and doubles up on varmints a-ok
 
In my older Colt HBAR with a 1:9 twist the most accurate practice ammo I could shoot, and it was also the only ammo I shot out of the rifle because it shot so good was Black Hills Blue box 55 grain soft points. It was $20/50 locally.
I also killed deer with this rifle and that bullet. Never lost one.
 
For 1:9 i would stick with 55gr. 55gr will stabilize better and will work with the ballistics charts for the 50/200 zeor used in the IBSZ.

Wolf, Tula? no way. It is not consistant enough. None of the russian stuff.

Hornady Steel match 55gr: $15-20 per 50. I found it at Bass pro. It is also at CTD and other online stores

Fiocchi 55gr canned heat.

Black Hills 55gr

XM193 doesnt group the best, but is a very affordable practice ammo and it groups good enough. <$6/20.

I've had ok luck with PMC, American Eagle AE223, all < $6/20.

Above your budget, but the Federal TRU soft points are awesome from my guns.
