Between the stamped sheet metal frame and the "pellet gun like" trigger mechanism, it is truly genius in its simplicity and function.
 
Hard to beat a Ruger Mark II/III or if you like the 1911 grip angle, the 45/22. The Browning Buckmark is excellent too.

The 22's that have captured my interest of late has been the Ruger SR-22 pistol and LCR-22 revolver. They are just so much fun to shoot. But unless you are looking for a small handgun, I would start with the Mark II/III or 45/22. But do get the bull barreled versions. They really feel great and shoot very well and still are comfortable to carry in the field in a holster.

I have quite a few choices when it comes to 22 handguns, so don't let my current interest in the SR22 and LCR-22 push you into something that is more a plinker than a better shooting target gun.

The new Ruger SP-101 22 runs right about at you budget limit. It is a good revolver, but will have a heavy trigger. Well made however.
