I will tell you what I have done and ask what I should do now. First I removed each of my rail scope base screws one at a time and applied thread locker and reinstalled. I torqued these to 45 inch pounds and though they are very tight I did not feel any threads strip. Then I read that these screws are definitely at or above max torque. My question is do I leave it alone or remove these screws and retorque. If I have torqued this tight would the screws be stretched making resetting to a lower torque less desirable? This is steel on steel

Leave well enough alone. If you did not strip any threads during installation you are good. The recommended torque values are for standard hardware screws. Scope mount screws usually are heat treated alloy screws which will stand higher torque.
