The interesting date to come is indeed Monday, August 17, when the Legislature comes back into session from Summer recess, and 962 may come OFF the Suspense file.

Until then, please send polite letters to the Senate Appropriations Committee itself, as well as the members, pointing out that we can't afford any more spending and that the Department of Finance opposes the bill, because the cost estimates are too low and no funding for the enforcement has been appropriated.

Latest Info: 09/09/2009 - Today, AB 962 was passed by the Senate 21 Yes - 18 No. The bill now goes back to the Assembly for a final vote. Please contact the members of the Assembly and urge a NO vote on AB 962. The Last day of session is Friday, 9/11.

My prediction: This will pass assembly and Arnold will sign it, just like he signed micro-stamping. It is a dark day in CA.

Continue to write the reps and Governor, but consider moving out of CA.
 
I'm hoping he stops being a nancyboy and actually does some good for once. That being said here's the update.

AB962 Mail order Ammo Ban passed the Assembly (44 Yes - 31 No). The bill now goes to the Governor's desk. In order for AB962 to NOT become law, the Governor must actively veto the bill within 30 days. Please contact the Governor's office and urge a veto of AB 962.

Is there any chance whatsoever that he will veto? And before one decides it is imminent that he won't, just remember that nothing is certain and writing him is our last hope.
 
Yes, the Governor may veto - but only because he thinks it will get him what he wants on other issues.

I e-mailed the Governor, but if CA ammo vendors think I'm going to be finger-printed for the privilege of paying California-only prices for ammo and components, they are wrong. I'll spend the next 15 months stocking up over the Internet and I already go to Nevada at least once a year. Maybe I'll pick up a non-resident hunting license the next time I go, I'm pretty sick of the CA DFG as well.
 
For anyone wishing to stock up on ammo if this bill is not vetoed by the Governator you have until February 1, 2011 at which point it becomes active.

The bill would provide, subject to exceptions, that commencing
July 1, 2010 February 1, 2011 , the
delivery or transfer of ownership of handgun ammunition may only
occur in a face-to-face transaction
, with the deliverer or transferor
being provided bona fide evidence of identity of the purchaser or
other transferee.
So this eliminates mail order handgun ammunition sales to California?

(c) Subdivision (a) shall not apply to or affect the deliveries,
transfers, or sales of, handgun ammunition to any of the following:
I thought this was an exception to the above, but it only covers deliveries to the exceptions, not from them. So this allows domestic ammunition manufacturers to obtain components without doing the thumbprint thing, but foreign manufacturers can't ship handgun ammunition direct to a retail customer with a CA address. Sucks.

Well, there's been firearm transfer fees since 1968. I suppose this is the beginning of the "ammunition transfer fee". Guy orders a case of handgun ammo to ship to his dealer. His dealer charges a $20 fee to transfer the ammo to him. Of all the steps CA took forward the last few years, this is a disappointing setback.

Oppose AB962 Now!

AB962 is sitting on the Governor’s desk awaiting his veto or signature. AB962 would mandate the following changes in the way you buy ammunition:


1) It would prohibit the sale of ammo in a manner that allows the ammunition to be accessible without the help of an employee. In other words, you’ll have to stand in line and have to wait to be shown the ammunition you may want to purchase.

2) It would require the dealer to ask for you ID each time you buy handgun ammunition and the dealer will record the following personal information:

a. A thumbprint

b. Your CDL #

c. Your home address and telephone number

d. The brand and type of ammunition that you purchased

e. Your date of birth

3) Additionally, it would be illegal to buy ammo via online or mail order methods, so if a local store can’t find you older, hard-to-get or obsolete ammunition, you won’t be able to get it from via the internet.



Please contact the Governor today and let him know that you oppose AB962.

With great support from Cabela's and major distributors throughout the country, grassroots efforts to combat three anti-gun bills in California have been so strong that the Governor's Office has had to open up another fax line (916-445-4633) to handle demands that he veto the anti-gun legislation. NSSF is encouraging all manufacturers, retailers and distributors, along with all sportsmen, gun owners and firearms enthusiasts, to continue calling, writing and faxing Gov. Schwarzenegger's office urging him to veto AB 962 (ammunition registration), SB 41(burdensome and unnecessary regulations that duplicate existing requirements under federal law governing the sale of firearms) and SB 585 (prohibitions on the lawful sale of firearms and ammunition at the Cow Palace exhibition center).

NSSF and the California Association of Firearms Retailers (CAFR) urge all gun owners in the state to contact the governor's office and respectfully urge him to veto these anti-gun bills.

Once again, the business environment in California will become more difficult for retailers during a time when the state is in desperate need of revenue.

More information on the bills:

AB 962 -- Would require that firearms dealers and other vendors of ammunition keep a registry of all buyers of handgun ammunition. The bill would also ban all mail order and Internet sales of handgun ammunition and reloading components.

SB 41-- Would further burden firearms retailers by requiring additional paperwork and documentation on the date of delivery of all firearms to a buyer. This bill equally affects consumers of firearms as the increased dealer costs would be passed along to the purchaser.

The bill also requires dealers to sign and to obtain the signature of the buyer or other transferee of a handgun on the Department of Justice Dealers Record of Sale (DROS) form indicating that the handgun has been delivered and the date upon which the delivery was made. It would further require dealers to date and sign a form stating that the buyer of a rifle or shotgun had taken possession of the gun.

SB 585 -- Would prohibit the lawful sale of firearms and ammunition at the Cow Palace exhibition facility near San Francisco, located in Agricultural District 1-A, and would make a violation of that prohibition a crime. Its purpose is to ban gun shows at the Cow Palace and to set a precedent for the banning of all gun shows at other state-owned facilities where many sportsmen buy firearms and ammunition.

In California all firearms bought and sold at gun shows must be transferred through a federally licensed firearms retailer who is required under federal and state law to run a background check on the prospective buyer.
 
Could someone direct me to the thread that explains why another governmental group discontinued the ammo scheme due to lack of effectiveness? I'd like to refer to that in my FAX and phone call.
