Can a state ban all places to shoot (or buy) a pistol?

We now have a Constitutional right to keep a functional handgun in the home for self defense.

Implicit in this right is the opportunity to learn to safely use the handgun, which includes live fire.

Can a state ban all places in which to fire (or buy) a handgun, forcing the in-state resident to leave the state to exercise a Constitutional right?

D.C. and Chicago come to mind.
 
I will say that though it isnt a ban, there are fewer places to shoot
and seems like fewer gun shops

I live in Frisco Texas, one of the fastest growing cities in the USA.

To shoot a rifle or pistol, I have to drive 40 mins

Other than one pawn shop...... no guns for sale in the whole city

Yep. But there are multiple lawsuits pending, all of which are looking good. Also, statewide preemption bills are actually gaining traction in the ILGA, so Chicagostan's days of disarming the serfs are numbered. To answer the OP's question in a word, no, but they do it anyway because they don't care about the Constitution. Mayor of Chicago has equaled King of Illinois for quite a while now. It will be interesting to see what the Rahmster does. Here's hoping they don't let him in the Sauna in Springfield....
 
DC currently has one (1) FFL who has little to no stock on hand and charges $125 for a transfer. Add that to the fees and time required to get the permit to own (not carry) and it is just about a defacto ban. The only areas where people are buying guns are the rich neighborhoods, because those that live where the crime is worst can't afford to do it.
 
Seems like it, sometimes by extension- illegal to discharge a weapon within 200 feet of a home in a county wall-to wall homes......and of course the open space is all park/ no shooting. If you managed to have the $$$ to private yourself enough land you could shoot in your yard. It would take a specific law making discharge illegal in the town/county and so far no one had thought of that i think, they just limit the "where".
Let's hope this thread doesnt give anyone any funny ideas
 
SFAIK, a state cannot ban a federally-lawful activity of interstate trade.

City ordinances can make it pointless for certain businesses to operate, such as the WashDC example given above.

"Where to shoot", etc., is irrelevant to the OP.
