Can the savage 10FP LE rifles be fitted with a removable magazine? If so what is involved?

Call the savage custom shop and ask. They may be able to provide you with parts, or even do it for a reasonable cost. Maybe the magwell form the scout rifle and its mags are compatable. Then you would have to cut the stock you are using which could be tricky if it has an Aluminum bedding block.
