different ages to buy handguns from an individal vs. @ a shop

Just seems odd to me to require an individual to be 21 to purchase a handgun or ammo from a store, yet allow a handgun to be purchased from an individual @ 18...why another 3 years to buy from a store(besides to make it a hassle for those of us between 18 & 20 yrs old)? Are private sales just not yet subject to as much regulation ie age could in the future be raised...

Unless I am reading KY law incorrectly....so many firearms laws seem odd or contradictory.....

'Twas an age group chosen by Congresscritters back in '68 when the FFL system was set up.
If an individual can buy a handgun (non FFL transaction) at 18, he/she has still to purchase ammunition for it... also with set age limitations.

Ain't saying it's right or wrong, just is a fact. Kinda like booze, if an 18 year old can die for this nation... ah well, why bother?

The SSA of '68 is federal via the Commerce Clause. Intrastate is subject to the 10th Amendment and thus sales between non-Class 1 holders are subject to Kentuc law.
