I haven't noticed it being underpowered.
I've fired most of three cases of 9mm 115 fmj Blazer. It ran perfectly through two Glock 19s, one Glock 17, two High Powers (an Inglis and a T-series,) a Kahr P9, and two Kel Tec P11s.
There were some minor fail to extract issues with an S&W 39-2, but same pistol also had problems with Win White Box. I've since replaced the barrel and have not had the chance to try it with Blazer.
If anything, it seemed as if the Blazer ammo was a little warm. Then again, I never got around to running any of it over a chronograph.
