Georgia bill on table would allow concealed guns on college campuses


A bill sponsored by Rep. Rick Jasperse would allow concealed carry on college campuses and join other states like Texas and Utah who have also passed similar legislation according to the article.

Senate passage followed long and contentious debate that featured opposition from both Republicans and Democrats. If the governor signs the bill into law, it would allow anyone 21 and over to carry a concealed gun on campus if they have a proper state-issued permit."

It is awaiting the governor's signature who announced previously that he supported the concept in principle--it passed the GA House and Senate by large margins.

What time frame does the governor have to sign it by? And when would it go in effect?

It does not have an emergency clause so the earliest it would go into effect would be July 1st, 2016.

The governor must sign or veto legislation within 6 days of passage (40 days after sine die adjournment), or it becomes law without his/her signature.

So it appears that the gov. will have to veto, sign, or let the bill become law without his signature by the end of this week or early next week. Not sure if weekend days count.

He's going to kill the bill. He didn't say that outright, but he is "concerned."

Whenever he's up for election, throw him out.
 
He's in his 2nd term so he does not run for reelection. Problem.

Oh lovely. Now that he's going to be out of office, he can show his true colors. Well, I hope whoever is running for his replacement on a pro-2a ticket smears the crap out of him come election time.

This happened in Wyoming as well. A solidly "Republican" state and they killed the campus carry bill by attaching riders to it that gave authority to the schools. It was a sure thing and then all of a sudden it became, "wait, we need to analyze the bill a little more... no... no... no... we need to 'clarify' some things," and the bill was destroyed.
 
Part of the issue is that the governor appears to be trying to eliminate campus carry through the backdoor by having the legislature pass a subsequent bill that conflicts with the earlier passed law. Last session, campus carry was apparently legalized by a gun bill but the Georgia Code Commission ruled that a subsequent gun bill invalidated the campus carry portion of the original bill. Generated a lawsuit which was dismissed.

BTW, yesterday the NRA fired a warning shot across the governor's bow with a press release that reminded him of strong support of the NRA in 2014 where they supported him over Jimmy Carter's nephew Jason who was running for governor.

The original bill based nearly the 2:1 ratio in both chambers required to override but the Lt. Gov. is known to be lukewarm at best on gun legislation and could block an override attempt.

Given general practice of the Georgia legislature, it appears that the transmitting the bill to the governor will occur after sine die which means that he can veto it when the legislature is out of session.

Calls have generally been more effective as I know that they tally the results. Not sure about emails or any response to online petitions.
