This all came out from the investigation by Texas Rep. Michael Cloud (R) into practices of the ATF. Note in the article that the White House wants to end the current 20-year record keeping process for FFL holders, (when the license holder shuts down, they must supply their last 20 years of records to the ATF) and increase the requirement to the life of the holder, so that ALL sales records will be handed off to the ATF when the FFL holder ceases operation.
