Ground up AR-10 build: Projected budget?

i have an Armalite AR-10-the basic green plastic minute of pie plate model. It’s been ignored in my safe for years, and I want to do something with it.

I’ve farted around with handloading, and am mechanically inclined, but have never done any gunsmithing besides swapping out the occasional trigger group. What I’d like to do is strip it down to component parts, put what makes sense to keep to my right, eBay the rest, and build it back up. I am aiming for something what goes “bang” every time, that’ll do 1moa or better with Federal GMM, is as light as I can possibly make it, and will mount a low power intermediate eye relief scope. Note that I do want the pleasure of a DIY here—I know I could turtle on over to customguncompanydujour and get something cheaper/better.

Two questions. 1) what mighty tome of knowledge would you suggest I stick on the back of the toilet next to the beer tap to guide me through this project? 2) roughly what’s a fair “do not exceed” budget, inclusive of any specialty tools?

One edit: I do want to stick with 7.62 because I have WAAAAAAAYYYYY too many barnesswiftnoslerspeersierra boxes laying around to countenance another caliber. Not to mention 4 different sets of dies and associated geegaws for that caliber.
