gun registration in my city?

This is on the municiple codes of my city. Am I reading this right? It looks to me like every time I buy a gun in my city that the dealer sends the info to the police......

Sec. 13-47. Firearms dealers.
(a) Records of dealers. Every person selling, handling, exchanging or dealing in pistols, revolvers, guns or rifles within the city shall keep a true and correct record of the name and address of every person, together with the race and age of the person, to whom any pistol, revolver, gun or rifle is sold or exchanged, which record shall further show the kind of article sold, the name and the number thereof, if any.
(b) Reports of dealers. It shall be the duty of the person selling, handling, exchanging or dealing in these weapons to furnish the chief of police with a true and correct copy of the report each week.
(Code 1977, § 10-1005(b), (c))

What city are we talking about?

Georgia has preemption so it should be fairly easy to get that code removed if it's still in play.
 
That's kinda strange. May I ask what city in GA you are located in?

Sounds like a confiscation database that could be used on the basis of race. I would definitely say it falls in the realm of "Jim Crow". An organized effort may be able to get your state to put pressure on to get this thing removed from the city codes.
