Do they? Do soldiers carry their 92FS with the safety on once they use the decocker?
And why does the 92G exist if the safety is important?

I don't know for sure about the soldiers, but M. Ayoob advocated keeping your dingus down. (extra credit for source of term.)
G stands for Gendarme. The French are different. Current thinking is vive la difference.
 
The ergos on the 92fs safety are pretty bad. It's not in a good spot to click it off like a 1911 safety is. The G model makes the gun behave like a Sig. Decocker only, which is much better. The 20 pound trigger pull is all the safety you need on those.
