i would like to know if a replacement barrel exists for my Winchester Model 190 to change to the new .17HMR caliber?
if so, what else might be required to minimize custom gunsmith work?

Even if you could find a barrel, the 17 HMR would probably be to long to feed in your gun. However, the 17 MachII would probably work fine, but I have never came across aftermarket parts for the 190 so you would have to find a barrel blank and have it machined to fit.
 
You could also have your barrel drilled out and a barrel liner installed and rechambered to the 17 Machll. It would probably be cheaper to just buy a new rifle or look for a used rifle chambered for the 17 HMR.
 
Yeah, Any rifle with the Winchester name is falling into the collectable market and any major alterations will affect value.
You would be far better off to buy a new rifle rather than convert your rifle.

As stated the HMR is not viable in this rifle but the ,17 Mach ll could be adapted to the rifle.
The cost of the conversion work would probably exceed the value of the rifle in todays market though.
