You are required by law to change at least your DL after 90 days of living in another state. I'm pretty sure this coincides with state citizenship; however, it may not apply to students. My best recommendation would be go to Texas and buy one when you get the opportunity.
He'd still have to register it with Michigan when he got back with it, possibly before he got back with it just to be prudent. Michigan is one of those states that treats handguns different than longarms, and they are fairly serious about it.
