Man they are really starting early this year and from the look of it it is going to be a busy year for firearm legislation. It also looks like South Carolina is trying to become the most gun friendly state in the country.

These are all pre-files at this point but valid 2015 proposed legislation none the less.

Virginia:

HB1359 would make carry permits for residents lifetime (currently they need to be renewed every 5 years)

SB689 is the companion bill to HB1359

SB694 would require background checks on all firearms sold at shows.

HB1329 would open up reciprocity to anyone carrying another state permit as long as they have photo id from that state

South Carolina:

S0105 is called the "south Carolina Constitutional Carry Act Of 2015" and that's exactly what it would do.

S0113 would add an exception to carrying a firearm to "a person who served on active duty for a period of more than one hundred eighty days and was discharged or released from active duty with an honorable discharge."

S0126 is called the "South Carolina Firearms Freedom Act" providing that any firearm built and held in the state is exempt from federal laws

S0036 Would set up preemption in the state

S0003 would make it illegal for a resident to own, possess or carry a firearm or ammunition if they have been convicted of domestic violence

S0088 would allow students and faculty to possess a firearm on campus but would also allow those schools to post signs stating 'No Concealable Weapons Allowed'

S0110 would make it so a new resident of the state that holds a permit recognized by the state will remain valid until the permit expires

S0109 would remove all fees for a concealed carry license

S0066 would make it legal to kill any animal during any season in self defense, defence of another or defence of a domestic animal

S0125 is called the "Second Amendment Preservation Act" essentually nullifying any federal firearm law the state deems unconstitutional

S0095 would allows schools to offer an elective course in firearm marksmanship

S0117 would make it that firearms and ammunition 'Possessed Or Manufactured And Retained In South Carolina' is exempt from 'Federal Regulation Under The Commerce Clause Of The Constitution Of The United State'

Kentucky:

HB13 would nullify all federal firearm laws restricting ownership or possession of firearm by Kentucky residents

SB14 would add 'no duty to retreat' to current law relating to defense of oneself

Oklahoma SB10 would make all firearms and ammunition manufacturered and kept within the state borders exempt from federal law

"Transfer of firearms; criminal history record information check; penalties.
Requires that a criminal history record information check be performed on
a prospective transferee before a firearms show vendor* may
transfer firearms at a gun show."


* "...has paid or given some other thing of value to the promoter for the opportunity to sell....."

Unless common admission paid at the door is "something of value for the opportunity to sell....." not much changes in Virginia
 
I wish someone would pass a law requiring state legislators to have a fifth graders understanding of Federal law. ie states cannot "exempt" themselves from Federal laws.

That bill is truly remarkable. I've never seen anything like it. Now if only New Jersey would come up with that, I could go home again! :D


SLED in SC has really changed in the last dozen years, which is great news. From Florida to Maryland it was the only state we had to disarm, CC wise, in 2004.,

Commerce clause has to do with interstate commerce, that's why many of these bills popping up stipulates that this would only exempt them if the materials/parts come from / never leave their own state.
 
But, the Supremes have declared that anything that is withheld from ISC affects ISC.

Can't say it worked out all that well the first time, maybe this time it will be better! :D

I like the lifetime resident CCW in Virginia!!
I'll believe it when I see it. I seriously doubt they'll give up on the extra revenue. Would be nice though for people who have multiple permits from different states.

It's just as unnecessary as having to register our cars every single year or two... It's all an excuse to get extra revenue.
 
SC will be the most gun friendly state in my mind when they allow reciprocity with GA.

Until then, I don't care what they pass.
 
I think the states that are attempting to say "no thanks" to the Federals are doing so because folks are downright tired of all the Federal's BS. If the Federals can pick and choose items from our constitution, the states can do the same. Something has to go, and the tea is sitting on the side rails of the ship.

Be careful what you wish for; any CCW that does not expire in 5 years or less does not qualify as an alternative to NICS checks.

It's symbolic and makes a strong statement
 
Note the following at the bottom of your link:
This is because the original law was overturned by the SCOTUS.

They had to write a new law saying 'any firearm that has been in interstate commerce' since the old law neglected that.

Vernon's point still stands. Just because you dont buy something through interstate commerce does not mean ISC was affected, and the fed has no control over it.

Why a provision meant to TAX is being used to implement CRIMINAL law... I'll never know.
 
Far as SC goes, I know they are bitchy about open carry.........any change proposed there?

Relative to the life time licensure issue...........why not. Florida does 7 and true the NICs issue is still on, but what the hell, that two extra years more than covers any five buck check when I buy a new one from a dealer......besides, given the outlandish retail costs now I would rather pick up a minty used piece anyway.
