high primer and shell holder slop 300wm

I just bought some 1x fired (supposedly) 300wm brass. I FL sized it, trimmed it, cleaned the primer pockets and started seating primers in the case and i noticed that they are all coming out quite "high". I looked further and noticed the cases sit very loosely in the shellholders. I have 2. both Lee, 1 came with die set and 1 is from my shell holder kit. Both are the same sloppiness. Its like the rim gap is extended? Is this brass worn out? Im using a RCBS hand priming tool and i noticed that when the little ram is all the way up, squeezed, (very much protruding as to push the primer up) I can remove the case!!! Guy said the brass was 1x fired but all the cases had silver primers in WW cases. Is this normal? Ive reloaded hundreds of other rounds and never seen this problem. Could this also be caused from brass being fired in a very loose (headspace) chamber?
 
My Lee shell holders do not fit well into my RCBS hand priming tool and I do not mean the Lee holders for the Lee hand prime. My guess is that is the problem with the high primer, but duno about the loose fit.
 
I had a problem with high primers when using my lee auto prime when priming 30 carbine, borrowed a friends RCBS priming tool and reset them all. Looks like I'll have to buy a different tool for priming carbine cases. This is the only cartridge I have had trouble with and I load for over 30 different calibers using the lee auto prime.
 
I quit using Lee shell holders because there is some slop between the case and the shell holder. While looking to see if you brass is bad I would get a RCBS shell holder and see what happens.
