How to verify latest WA gun laws?

WA is rapidly trying to surpass CA in terms of outrageous gun laws. I received an email from some pro-gun group last week in which they stated WA was trying to make it a requirement to acquire something similar to an Illinois FOID card to purchase firearms. They added that there would be a mental health evaluation required as well. I tried to research it online but couldn't find any mention of the proposed law.

Then today, while at a gun shop over the border in Idaho, I was looking at firearms and the clerk said something about the new Sig 10mm and I replied that I was a WA resident and couldn't buy one without surrendering the mags. He remarked that I am going to have to get a FOID in less than a month. What?

He said that the law regarding having to get a FOID to buy any firearm in WA state goes into effect January 1st.

I'm trying to find a source to confirm this. My Google Fu must be weak since I can't find any results. Is this real, or just gun shop rumors?

Not yet, not that our AG would not love to do so. Next month ALL sales will come with an automatic 10 day hold now. We also have the new system for checks. That so far has been for me at least rather well. Few weeks ago I bought a Shock Wave. Fully expecting it to sit in jail a good while. Couple hours later they called said come get it. Then last week bought another MKIV .22. This one the clerk said would have the 10 day wait but clerk had already proved he did not really know anything so I just figured it would come when it did. Early next day they called said come and get it.

On January 1, 2024, all of us Washington residents will require certification that we have received training in firearms use and safety within the past two years (HB 1240). Oh, and the mandatory 10-day waiting period (even with a CPL) goes into effect, regardless of how fast WSP returns your background check clearance.

What we narrowly avoided was the "permit to purchase" requirement (like the FOID, or the Oregon requirement on hold) -- this would have required us to submit a request to our local LE every time we wanted to purchase a firearm -- each one --, new or used, and await the permission from our masters.

Word is, the legislature is still gonna go after a repeal of state preemption (allowing cities and municipalities to create laws even more restrictive than the RCWs)... along with foisting a personal income tax on state residents as well, by the way...

The bad news? Our AG, Bob Ferguson, might be our next governor.
 
How are we supposed to prove we received firearms safety training??
There are a few places that will let you do it online for free and print it out to take with you to the FFL. This state started doing it a while back for what they call assault weapons. If people here keep voting the same morons in they will of course turn this into something where you have to pay some place to certify you for the state. For now its still easy and free.
