I live in TX and my license expired on Sunday. I already paid the state to renew it a few weeks ago, it just hasn't made its way to my mailbox yet.

I have no passport, and the DPS says my receipt is valid as a DL until my license gets here. Unfortunately I believe the TSA requires a state issued photo ID. Will my valid CHL serve this purpose since it's state issued with my photo on it? Will I be able to fly?

Drivers Licenses or other state photo identity cards issued by Department of Motor Vehicles (or equivalent) that meets REAL ID benchmarks (All states are currently in compliance)

I guess that qualifies assuming it meets REAL ID standards, which I believe it does.

You can fly without a state-issued id or passport, you will just get screened 'more thoroughly'.

I know this for a fact as my wife forgot her DL once; they printed 'SSSSSSSSSSS...' on her boarding passes and asked her a couple of questions.

A state firearms permit isn't on the list, but you should check with TSA and get documentation from them if they tell you that they will accept your state's permit. Keep in mind that TSA is looking for a high level of assurance of the accuracy and security of that ID and not all states universally apply the same level of assurance and security to those permits.
Acceptable IDs include:

Acceptable Documents

U.S. passport
U.S. passport card
DHS "Trusted Traveler" cards (NEXUS, SENTRI, FAST)
U.S. Military ID (active duty or retired military and their dependents, and DOD civilians)
Permanent Resident Card
Border Crossing Card
DHS-designated enhanced driver's license
Drivers Licenses or other state photo identity cards issued by Department of Motor Vehicles (or equivalent) that meets REAL ID benchmarks (All states are currently in compliance)
A Native American Tribal Photo ID
An airline or airport-issued ID (if issued under a TSA-approved security plan)
A foreign government-issued passport
Canadian provincial driver's license or Indian and Northern Affairs Canada (INAC) card
Transportation Worker Identification Credential (TWIC)
 
Hard to imagine "more thoroughly" judging by recent reports.
