The amendment outlaws "a detachable magazine, belt, drum, feed strip, or similar device that has a capacity of, or that can be readily restored or converted to accept, more than 10 rounds of ammunition; or (2) any combination of parts from which a device". The parent bill amends the Department of Juvenile Justice Mortality Review Team Act

I was curious about that myself because honestly I don't know. Each state has its own terminology ... maybe someone from Illinois could chime in
 
Yes, it is dead. The regular session is over now. Any further bills passed require 3/5ths majority in House and Senate now. This one lost even simple majority in the Senate, it cannot advance to he House.

Why in the hell would they attach a gun related amendment to a dead bill ... talk about stupid
 
That's the IL legislatures for you. State pensions are 97 BILLION dollars in the hole!!!!!!!!!!!

In IL, they do this all the time. Some trick called shell bills. The amendment replaces all of the language in the original bill. I have seen bills passed in one house that literally strike the word "the" and replace it with the word "the" (I did not mis-type that). Then in the other house the bill is gutted and everything is replaced with the new language. Once passed, it goes to the other house for a straight up or down vote with no changes allowed. It is all a scam to circumvent the Il constitutional requirements on how to pass a bill.

Wow, that's freaking insane (and it can't be constitutional)
 
The Illinois general assembly does this all the time. They pass shell bills and replace language on things that have nothing to do with each other. A domestic violence bill can become a gun control bill while nobody is looking.
Keep this in mind: the country is currently being run in large part by Chicago Democrats. The president and much of his cabinet and top advisers.
 
Narrowly was defeated, after the State flew in Sandy Hook parents to testify.

Still trying to figure out who paid for that whole dog and pony show. And why nonresidents were allowed to testify before the senate...
