Here is how this is gun related - one of the most convenient ways to present ID when purchasing a gun is to use your driver's license (DL).
Today the Virginia Dept of Motor Vehicles (DMV) announced that in order to comply with new regulations on confirming "lawful presence" they would be setting up a new set of rules on how you renew your DL. Starting in 2006 you will have to present "lawful presence" documents - birth certificate, Social security card, etc. - when applying to renew your DL.
AND they will take those documents from you and send them to a central processing center
AND they will scan them into a database
AND they will then do something to confirm that the documents you have given over to them are "genuine" and "legitimate."
So far a search of VA law and the DMV regulations shows nothing enabling this database, and nothing to restrict access to or use of information in the database.
On top of which, VA is in the process of contracting all of its IT to the private sector. There is a lot that is not going well with that plan, including a whole lot of "secrecy" that does not seem to be allowed by state purchasing and contracting regulations. There is also some action taking place that seems to suggest "they" are trying to fire a lot of the front-line state IT employees before this goes into effect, and that if they fire folks it will pave the way for IT activity to go off-shore.
I ["proud" voice] was not born in Virginia [/"proud" voice][flame suit on] and my birth certificate states in big bold letters that it is illegal to copy the document.
Now I am looking at a couple of possibilities -
1) I resist and go without a DL
2) VA DMV resists the "lawful presence" bs and my VA DL is no good for stuff like getting into a federal courthouse or the secure parts of an airport, plus probably all sorts of other stuff like not being recognized as legit by other states
3) I allow my BC to be illegally copied (I need to check to see if that is a felony or misdemeanor) AND scanned into some database whose security and asccess controls are not yet established.
THR-ers please tell me if my tinfoil hat is on too tight. If you think I need some duct tape to hold it on more strongly, please be sure to recommend what color to use.
