Is my weaver rail oversized??

I snagged an S&K weaver scope mount for a Mosin Nagant on eBay at a good price a few weeks back. I picked up some rings today and its a no-go for fit. Either the rail was too big or the rings were too small. I pulled out the micrometer and the outer most width of my rail is measuring .86 inches or just under 22mm. Everything I've found online points to weaver being .835 +/- .005 inches. Is my rail not weaver and something else or is was it just made on a Friday at 5pm?

The rings I tried were Burris Zee rings, which admittedly don't allow for much tolerance anyway. Does anything thing my rail is too large to use and weaver rings reliably or do you think that rings with completely removable "wedge" section will still tighten up enough to maintain zero? I might just spend some time with the rings in the vise with some files and see if I can't get them a bit wider but I'm concerned about losing the 90 degree angle. Any advice is appreciated!
 
You can spread the Zee rings open so they will slide onto the Weaver base. There is a cut near one of the "legs" that you can insert a screwdriver and give it a twist. It doesn't take much to fit the base, I've had to do the same thing with the Zee rings and they work perfectly.
 
Good advice here. Burris Zee rings are notoriously tight. I would not recommend filing anything. What hoghunting said, and few very light taps with a wooden doll rod at the base of the ring should get the ring in place.
