Is there a complete overview of California gun laws that took effect / were passed this year?

I tried to get to them through google but failed. Just general newspaper articles that cover mostly red flag law changes.

Best with links to the gun laws text.

A Czech gun owner interested in knowing how much more restrictive laws are in Cali than here. Thanks in advance.

Getting any gun: CR = need to get license first / Cali = need to get a certificate first

Getting license/certificate: CR = get OKed from general practitioner, pass test, apply for license / Cali = go through test and get a certificate

Once you are licensed:

CR = shall issue concealed carry / any bolt action / semi-auto / mandatory registration of all / no mag limits / no SBR limitations / full auto subject to a special may issue permit / enjoying the good life
Cali = forget about concealed carry / "assault" weapon ban / mandatory registration of selected / mag limits / federal SBR limitations / full auto ban / more restrictions each year
 
The CCWs here in California vary from county to county. I understand they are almost impossible to acquire in some (LA, Alameda, etc.) but are "shall issue" in some counties, like San Joaquin & Sacramento. Yes. Even Sacramento

I just tried to quickly find something and...

Sacramento County had 9,130 active concealed carry licenses and a county population of about 1.5 million, the audit said.

That's 0,6% of population. I don't know details of the process but it seems to be working pretty well as regards discouraging people from getting one.
 
You must keep in mind that Sacramento is the state capitol and as such is a nest for liberals. Not everybody in the county wants a CCW, but those that do, can get one quite easily.

What are the exact requirements one must meet to get CCW?

Because 0,6% is really extremely low, liberal bastion or not.

Also, isn't issuing of licenses mainly in hands of local sherriff? I.e. you get a new sherriff => forgetaboutgettingCCW?

Concealed carry licenses are issued on a county by county basis. Some counties do issue them, some don't. One of the new laws allows counties to set license fees as high as they want.
