I don't quite go along with his assertion that the PD doesn't care about the police officers and the firearm training they get. That however may be true of the city council/mayor that runs the city. All organizations, be it civilian companies, military units, fire departments or police all receive funding for their operations from a budget. During the Carter presidency and under Clinton, funding for the military was so tight that all training was cut back no matter how essential it was to unit readiness. Police are no different, if the city council and mayor refuse to fund extra training it isn't going to happen. My wife worked for a multi-million dollar company, but when her department needed to upgrade their computers they were told it wasn't in the budget, wait till next year. They got the same answer the next year.
The individual police officers have some blame in this also, they could practice marksmanship more on their leisure time. It's their life on the line and they have a responsibility to themselves to do what they can in order to survive a gun fight. I shoot quite regularly and I'm not in the military any more and not a police officer. I realize that if I carry a gun I better be familiar with my gun and competent with it.
