The capacity is "usefull capacity" which is unoccupied air space with a bullet seated. A 357 usually shoots heavier, longer bullets, that would take up more room giving less usefull capacity.

OK guys, JDGray nailed it - as I suspected, although in handgun loads, filling the case is not that critical. So, FYI, here's what Tech supp @ LeePrecision.com came back with:
