Is anyone familiar with what the legal requirements are to sell reloading components?

• BATF requirements
• OHSA requirements
• Other Federal requirements

Obviously there are state fire code and insurance requirements. Just wondering.

Any help appreciated.

Powder and primers have storage and transportation requirements.

States can have additional requirements.
Both for the consumer and for the business.
I know a log of powder buyers is kept in California, but I think that is a state requirement and not federal.
California also has additional quantity restrictions for both consumer and seller beyond federal law.

Most other components are unregulated in the country.

Now there is treaties and ITAR and similar things to be concerned about with sales outside of the US.
Many entirely unregulated things in the US are big deals to ship outside of the country, or to even sell to foreign nationals or illegal immigrants.
Many types of night vision for example is a big crime to ship outside the country, or sell to an illegal or foreigner, while a 10 year old US citizen is free to buy them.
Reloading components can be illegal in many places and shipping them outside of the country can be illicit manufacturing of and trafficking in ammunition according to some.
I would do a lot of research before shipping any across national borders.

Unless you're looking to sell hundreds of pounds of explosive powder, I doubt you'll have problems.

I see reloading gear for sale on my local craigslist from time to time.

I assume you are looking to be a distributer. If so, BATFE does not have a dog in that hunt. Manufacturing components for sale may put you in different territory. I still think BATFE is out of that, but the State Dept may want you to register w/ ITAR (even if you have no intent to export). I don’t think that’s the case, but something to check into.

Proper storage is covered in SAAMI specs. Local codes may be more strict.
